Background of the Study
The healthcare sector plays a critical role in national development, and hospital performance is a key indicator of the quality of healthcare delivery. Quality assurance (QA) policies are integral to enhancing hospital performance by ensuring that healthcare services meet certain standards and are consistently provided at an optimal level (Jenkins et al., 2023). In Plateau State, as in many other regions of Nigeria, the healthcare system faces significant challenges related to the delivery of quality services, which include inadequate funding, poor infrastructure, and lack of skilled personnel. These challenges, coupled with systemic inefficiencies, have prompted healthcare administrators and policymakers to consider various quality assurance frameworks as mechanisms to improve hospital outcomes.
The quality assurance policies in healthcare institutions in Plateau State are designed to monitor, evaluate, and improve the standards of service provided by hospitals. These policies encompass a wide range of areas, such as patient safety, clinical outcomes, staff competence, and patient satisfaction (Nwachukwu et al., 2024). Despite the existence of these policies, however, there is a significant variation in hospital performance across the state, suggesting that the impact of these policies may not be uniformly realized. Moreover, the lack of proper monitoring and enforcement of quality standards, along with resource constraints, may affect the effectiveness of these policies.
This study aims to examine how healthcare quality assurance policies influence hospital performance in Plateau State. The need for this research is underscored by the growing demand for improved healthcare services in Nigeria, as well as the desire to better understand the relationship between policy implementation and actual service delivery. This study will evaluate the impact of these policies, identify areas of strengths and weaknesses, and provide recommendations for enhancing healthcare service delivery in the state.
Statement of the Problem
Despite the implementation of quality assurance policies in Plateau State, there are concerns regarding the actual impact of these policies on hospital performance. Healthcare institutions in the state continue to face challenges such as low patient satisfaction, high mortality rates, and inadequate facilities, which are indicative of suboptimal hospital performance. The problem lies in the effectiveness of the existing quality assurance mechanisms, as there is insufficient evidence to demonstrate a clear connection between these policies and measurable improvements in hospital performance. While some hospitals in the state may have experienced improvements, others continue to struggle with issues such as poor service delivery, lack of professional training, and limited resources.
Furthermore, the lack of a consistent evaluation framework for quality assurance policies means that hospital performance remains difficult to assess and improve systematically. These issues point to the need for a comprehensive review of the quality assurance policies in Plateau State’s healthcare institutions. Understanding the strengths, weaknesses, and overall impact of these policies will provide critical insights into how to improve hospital performance and, consequently, the healthcare system in the state.

Scope and Limitations of the Study
The scope of this study is limited to healthcare institutions in Plateau State, focusing specifically on hospitals that implement quality assurance policies. The study will examine hospitals of varying sizes and service capacities to provide a broad understanding of the policies' impact. A limitation of the study may include the difficulty in obtaining accurate and consistent data from all hospitals, as some may be reluctant to share performance data due to confidentiality concerns or institutional bias. Additionally, the resource constraints in the healthcare sector may affect the degree to which hospitals can implement quality assurance policies effectively.
